On one side of my Interstate the blinkers blink fast as they would if a bulb was out. However both bulbs blink. I have changed the bulbs thinking maybe one was bad, but that didn't help. Any ideas?

What bulb numbers are you using? Compare to those on the other side, too.
There may also be a high resistance in the bulb sockets, so a good cleaning with a soft brush and something like DeOxit may solve this.

I don't have an answer but I can compound the question. How fast SHOULD the turn signals blink? I've been working on mine which don't turn on and off dependably. I noticed when I do get them to come on I think they blink pretty fast. I've been assuming the switch and I think for the most part I'm right as they turn on and off more dependably since I've disassembled it and cleaned it twice. But, they do blink fast and I've had a passing thought that might be related to the flasher.

The stock flasher works on how much power is drawn through it, so any resistance in the connections from it, through the selector switch, the connectors to the lamps, and the bulb sockets will change the blink rate to go faster. A higher brightness bulb will slow it down, as will minor shorting to ground.

Custom Dynamics, for $14 sells a plug and play flasher relay that is digital and plays well with LED bulbs too. Though if you go that route, you'll need a couple of diodes soldered in to the signal light on the headlight. I went that route and everything is really bright and visible and I couldn't be happier. Hope you find an easy fix.

Might want to checkout the SignalBoss. This is a plug-n-play addon that eliminates the flasher relay and provides Autocancelling turn signals, Hazard & Escort 4-way flashing (key IN or OUT), supports any type of light or combination without extra parts needed.
