As in the title anyone have a clue to what these are for, there is no open space underneath

I always thought they were to stop rock chips from tearing up the paint job and causing the swing arm to rust out. I don't know this to be true, just what I figured.

I took them off so I could powder coat the swinging arm, they are steel with a rubber pad underneath on both the top and bottom, I don’t believe they are anything structural, since other parts of the swing arm have gussets welded, I’m under the suspicion they might be some kind of sound abatement.
  Anyway its all glossy black now, where the rivets were will be tapped with SS button heads, thought about having a fab shop make the plates out of polished SS, we’ll see maybe this winter

Deleted mine this winter. Welded up the rivet holes drilled a 12 mm hole in the underside gusset. Had the arm powder coated filled the void with Waxoil (through the new hole) and siliconed a 12mm rubber bung into the hole. Been riding it the last 3 months makes no difference.
