here

Scroll down to Post #11. Some members advise not to tighten it to 51 ft-lbs per manual to avoid a seized bolt later. Chrisj CMA who authored the PowerPoint Rear Wheel guide states that the Stopper Bolt simply serves as a pin.

I work on several valks and have found that bolt very tight sometimes. I use a torque wrench to install it but use Never Sieze to avoid the rust or siezing in the future.

I have taken to using anti-sieze on all threads that I R&R. And nearly always use a torque wrench. No more worries on siezed bolts.
