Just bought and received this pre-owned rim with some visible damage in two spots.

Is this usable as is? Any concerns or issues to worry about as-is?

Appreciate your feedback.

My original wheel was suffering from some pitting that will not easily clean up so I was looking to replace it. This being posted as in excellent condition.

I would say they had the flange stick on the wheel and tried to pry it off...or the wheel stuck on the drive unit.  Either way, I wouldn't think the damage would cause any harm on your bike unless it rubs on your drive unit.  You could try to beat the places out with a hammer if they are rubbing.

     Well one thing for sure that's not excellent condition. Unless you got a steal I would want to return them. JMHO.

Mine looks just like that. And yes, it is caused from prying the hub out of the rubber. I tapped mine straight with a drift hammer. (made of soft brass) no issues or problems in 20000 miles cooldude
