Does anybody know the size of the o-ring and a safe substitute? Second question: should I replace the strainer while at it?

A new o-ring come with the strainer. The strainer might
come out easy and look good. It might be hard to get out,
making you wish you had a new one by the time you get it out.
Old ones generally look pretty bad but might not actually
be bad, they get all deformed from use and age.

Anywho... when I go to the trouble of messing around with
the petcock, I generally get a new strainer...

Harbor Freight has (or had) at least 2 O-ring kits in multiple sizes, with their usual nearly free prices.  No doubt from China and not Viton.  I've used them for years and haven't seen a failure yet.  But haven't used them say, inside carburetors or specifically soaked in ethanol that I recall - but every place I needed a new O-ring.  I did use one of the large ones to seal the gas guage port on the bottom of 2 I/S tanks, for Deerslayer, 20 years and Jade, 2+ years and neither are leaking.
