On my bike 99 Tourer, the Front Signals are also running lights.  I know these are not the original set up, there on a Cobra Bar.    The real signals had a LED Circle in them that were used as running lights.  I ended up removing the LED, due to bad wires.   Is the original rear signals supposed to be running lights and signals?   The bulb only has one filament.   Not sure it these are originals.

Amber running lights on back are not DOT approved. Answer is "no, turn signals only".

The rear signals can be converted to run & turn with a small converter box (even with single filament 1156 bulbs), but you have to find red lenses (for DOT compliance) that fit.  One of my Valks came this way.  Or the amber lenses can be painted on the inside (candy apple red Testor's).  (And some may have used red bulbs with clear lenses).

There used to be fitting red lenses from some aftermarket source like Parts Unlimited or Tucker Rocky, and may still be.  (And don't forget, some Valk signal lenses are 1 screw, and others 2)

I think my converter box (about half the size of a pack of cigarettes) was made by Back Off.  Spliced in at the right side cover.

Now I am not sure about this, but it may be that some have swapped a set of dual filament (1157s) front signals to the rear signal unit to get run & turn rears.  Still need red lenses.

Jess is correct. The conversion box is easy to do and works great. I’ve installed them on several bikes. I currently have smoked lenses with red bulbs on my tourer. If you do this, don’t use cheap bulbs, they turn pink within a year. LED bulbs (with flasher mod) is the way to go.

Full disclosure, my old fashioned 1156 bulbs under red lenses are plenty bright.  

About like the tail light with an 1157.

And I forgot to report, with the module, my signals are run and turn and brake lights. 

But will only flash if you hit the turn signals or tap your brake lever/pedal.

Here's some pics of the running light that was on my bike when I bought it.   I removed them and put the lights back together without the running lights.   The problem was the solder joint at the top of the green wires was broken.   Couldn't tell what I had until I removed all the shrink tape from the wires.   Was going to through it out but decided to keep it.  The round lights were silicone in place inside the signal lens.
