I can't speak to the UK's actions, but a thought occurred to me a couple weeks ago while I was attending the St. Clair Riverfest powerboat races.  Why all the focus on wheeled vehicles and almost none on boats?  I don't know how many boats vs. motorcycles are registered, but one thing I do know.  Powerboats burn one hell of a lot of fuel, with very few emission controls, no catalytic converters, and in the case of the racing boats, usually only 2 to 4 occupants.  Owners of large boats use hundreds of gallons of fuel, especially if racing.  When you expand your focus to not only race participants, but to support craft and spectators, the amount of fuel used attending and/or participating in a single event is staggering.  Now expand this to Nascar and Formula 1, NHRA, Indy Car and other large motorsport events and you have to wonder, how much longer will our "Leaders" and their minions allow us the freedom to have such events?

That said, my future plan is to attend the Superbike races next weekend outside of Pittsburgh while it is still permissible.

One thing people tend to forget, if all the vehicles right now would be electric, the electricity network capacity should increase tenfold.
Not only new cables, but also electricity distribution centers the size of a football field have to be built everywhere in cities and alike.
Huge windmill parcs in the North Sea and solar panels everywhere, aggravate this problem.
In the Netherlands we are facing our maximum network capacity already.  Experts doubt if a period of 8-10 years is realistic to supply intended demand.
Expanded use of the internet and data flow is also becoming a problem. We have over 6000 datacenters located in our country. With over 55 Petabytes, peaking up to 8 Tbit/sec of traffic at the junctions.
Hyperscale centers (over 10.000 servers and over 25 MW) for Google and Microsoft alone, middle size datacenters nearby large cities to facilitate multi users like Booking.com, Oracle, Uber en Adyen (up to 60 MW each) and regional datacenters, mainly for business use in the country.  
Each datacenter can use as much electricity as a town of 70.000 people.
Worldwide, datacenters consume over 205 TWh
These datacenters also need vast amounts of (dinking) water for spraying it in the air for cooling.
The Microsoft center alone uses 23 million gallons of it annually and depleting the surface waterlevel.

if an electric car could compete at Indy with battery changeouts at the pit stop?

They might win just because the acceleration is off the charts but what would the weight be?

That said I will never plan on purchasing an electric car  perhaps an electric bicycle one day though
