Anyone had their mufflers re-chromed, I was told by a shop all they could do was the header pipes and they had to be cut off and welded back on. I asked if they could just dip the headers they said no.

The header pipes (stock exhaust) are double walled. Why the rechrome?

If your question is about the headers, then I've not heard of anyone re-chroming them.  I've had the tail pipe covers done.

You might find it easier to purchase a NOS set.

You can't chrome over old chrome with out removing the old chrome first. Most shops won't do that as it is not very cost affective and they won't guarantee it will come out looking good.

I have a slightly pitted set whose head pipes I'm going to have coated in black ceramic. You might do same and opt for high lustre silver. Shouldn't be an issue with rusting after that.

Double walled makes no difference if they are pitted.
