COST? In my experience, that is why 95% of decisions are made. Manufacturability is a major factor as well, but highly influenced by cost. By that I mean ease of assembly/labor costs. It is why so many thing snap together or are held in place by clips rather than nuts and bolts. Serviceability does not have anywhere near the influence on designs as cost does. I'm not saying is is right, but bean counters usually trump engineers.
