Is it possible to take the tumbler out of one gas cap to put in another so the same key works in both?  If so, what are the steps?

I did go to a locksmith and he wanted to start tearing apart to see if he could change out the tumbler.  I was not keen on the idea so said that I was going to do some checking before that happened.

I think if you took either one in for them to look at it, they could figure it out without damaging anything. At least I’m pretty sure my guy here can.

My spare has a U shaped steel ring holding it together. I can't see any way to take it apart, non-destructively.

I tries to remove the rubber gasket but was not successful.  I didn't want to destroy the rubber.

It may be different with the fuel cap, but with the rest of the lock set there's a retainer plate that retains the plug. The retainer plate is larger than the rest of the flat plates. Flat plates are used instead of tumblers.

The fuel cap may have something like a circlip in addition to the retainer plate. If you bought a non-oem fuel cap, it definitely has something other than a retainer plate. Otherwise you push down the retainer plate and pull the plug out of the cap, albeit with the right tool. The plug in the pic. below was from a key switch where the plug was accessible from the back side and no special tool was needed.





I used the term 'plug' for what most people call the cylinder, but 'plug' is the proper nomenclature, I believe.




The key does not reach or engage the retainer plate, but if you're interested the rest of the flat plates work like tumblers.

The flat plates sticks above the sheer line when a lock is locked keeping the plug from rotating.



The key depresses the flat plates below the sheer line.
