Would that be called hearsay testimony? He was not seen or caught! Videos can be faked.

If the video shows a bike he officially owns, and a plate registered to him (state DMV records), and its a guy exactly his size, then there' plenty of evidence to bring charges. Show it to a jury and make the defendant try to show it's not him or his bike. They give him (his attorney) an advance look at the video (trial discovery), and what you will get is an offer for a plea bargain.
The old "it wasn't me, it wasn't my bike and plates, and I didn't do it" defense blows, and after conviction, at sentencing the state argues sworn liars (at trial) deserve the harshest punishment.
The turnpike time stamp tickets are real. Though it's never been clear to me how they prove who the driver was (video from the toll booths?). A couple times running the Pennsylvania and Ohio turnpikes over the limit (all day), I just stopped at a rest stop near the end of the trip and relaxed for 30-40 minutes, before exiting a toll booth.
One doesn't speed to make time, one speeds to have fun and reduce the boredom of the long trip.

Though in my older age, I tend to play with the cruise control and set it at 9 over, or to keep up with a group of speeders, and slow down in the big and medium city areas where there is always more enforcement. And this always gives better gas mileage than just cowboying it.
