Howdy Natedogg333 and welcome to the VRCC Forum. Given the information you described, my initial thought is that the carbs need to be cleaned, synchronized and then the pilot screws adjusted to get the fuel mixture in line.
Also, seeing how your bike is at least 27 years old, it is most likely time to replace the vacuum lines, the cover set (fuel valve), fuel lines, etc. We can't stop time and even if your Valk has been garage kept, all those rubber parts will dry up and fail eventually.
I cleaned up the carbs on my '98 while we were all shut down due to covid. It's an easier project than you think! One thing for sure is if you have a Honda Shop Manual, then you can confidently do almost any type of rebuild, maintenance, repair, etc. that is necessary to keep your Valk in tip top shape.

https://redeye.myecrater.comFYI, the carbs on the Valkyries are actually very simple compared to other carbs I've worked on. An example of that is that there is no float adjustment. (That's one less thing to worry about!)
