I saw a Valkyrie that the vacum lines were disconnected at each carburetor and plugged.  Anybody else doing that?

 When I do Carb Overhauls for customers with a desmog I eliminate all the vacuum lines. By installing a fuel solenoid and bypassing the vacuum diaphragm on the petcock and desmoging you no longer need the lines anymore.

To desmog a California Model, you have vacuum ports at each carb that need to be capped or plugged, # 3 carb has two.
