I am trying to find out if red wire has power all the time or only with key on. Right now I am trying not to buy relay I have another post relay melt down. What I did was run a fused wire from red wire to studd on relay for battery  I have never seen a good relay so I am not sure if fuse on relay is controlled by relay  or if it just sits there and bypass I did will be okay   Thank You

Yes.  The red wire is the feed to the key from the battery.
