which do you do first syn cabs and then set air fuel mix or the other way around.

Actually sync first and heres why sync is the adjustment of all the carbs in relation to each other with a adjustment that depends solely on engine air intake which is a product of engine rpm and pretty uniform at each cylinder. This is a mechanical thing kinda like a air pump or compressor. Basically you have pistons and a common crank so when they move the engine sucks in air. However mixtures are dependent on rpm ,air volume,temp and variances in each cylinder so the mixture Will change with rpm in each and every cylinder. Mixture is also a finer adjustment especially at idle. With that said I would still go back and verify the sync after I was done. You can adjust the sync and the mixture will have minimal effect over the adjustment. But if you adjust the mixture and then sync the mixture may be way off. Usually neither are so far off as to be a real problem as to which is adjusted first, but on new or complete tear downs this applys.

A synch is such an easy process once you have the right tools, that I would probably do it before and after.  That way, you're ready for the mixture adjust, but you also tweak out any changes that caused.

Just for the record, suck doesn't do anything....  Atmospheric pressure differences force air one way or the other. 
I'm just sayin'. 
Had an old shop teacher in High School correct me on that one, but it went something like this...
"BOY, suck don't do nothing!! (spits on floor) Atmospheric pressure forces that fuel mixture into the cylinders"

I made the home made manometer and let me tell you...

For someone like me who is NOT mechanically inclined, I sync'd my carbs last night and it was easy.

Just make very slight adjustments and let the system stabilize before you make more.
