Assuming you have no internal issues with the carbs. Get Dyna-Jet needles. Install on the second notch down from the top and turn the pilots to 2 1/4 or 2 1/2 turns out from "lightly seated". The notches in the needles give you adjustability along with the pilots. Dyna Jet says install on the third notch down, but they assume everyone wants more acceleration at the expense of MPG's.

all non-stock needles are richer then OEM. dyna-jet are the richest of all of them.

its a 99 stock as stock can get other than 4" turn downs with pigs clipped and baffles drilled to 1/2". the condition i have is that it runs so rich it burns your eyes in the garage at idle. it still runs great on the highway. it is just at idle i can tell.

A foul smell and burning eyes may not indicate a rich condition. Check the plugs for a rich condition. (black sooty, etc)
The smell and eye issues I have encountered with different bikes and different fuels and additives, and often it was not running rich, sometimes it was lean and sometimes it was OK.

My Dyna Jet needles are set to be leaner than stock. That's why they have several notches. Dyna recommends the 3rd notch. It too rich for highway travel. I wanted better mileage, so my local service shop told me to put it on the second notch and play with the pilot screws for fine tuning. I get 37-40+ MPG's. Assuming you have no internal issues with the carbs. Get Dyna-Jet needles. Install on the second notch down from the top and turn the pilots to 2 1/4 or 2 1/2 turns out from "lightly seated". At idle the pilot screw is the main control.
Adjust it depending on a plug reading and see if it changes the condition.
If the plug reading looks ok and the bike runs well, I would tend to ignore the condition, unless something else is found. I sometimes have offending smells from my exhaust at idle.
Any other disappearing fluids, is the fuel old, added any cleaners to the fuel, etc??
