Probably not, but some fork lowers would help.  And so would Baker Air-Wings.  In fact, Old Geezer Richard had the same problem with the same windshield.  I know he changed to an OEM and added the fork lowers.  Maybe he can shed some light on his experience.  Geezer, you out there?ll

I think it would make a world of difference going to a Honda Shield.  I have one on mine now for 8 years and I cant say any side wind buffetting is even noticable.  I mean if you want to not notice ANY wind you would drive a car.  These shields are big, block  wind, rain and all manner of bugs unless they hit the mirror and deflect into your mouth.....dont ask

You could check out Clearview replacement shields and use the hardware he already has.  Give Clearview the info about how high and more important how wide he might want it, they will probably want his height/weight as well and the bike and hardware specifics.  You might even have them build it longer for some lower action (not sure of his driving light setup).

Another option would be to get Wing Windshield Wings to extend the width of the current shield to test it out.  Check em out here....

EDIT - Here is a set of Windshield Wings on Ebay that might work for him at a less expensive cost..

By the way... it has been a bit windy here lately this spring, and I even get some side wind that moves me.... so if that is the issue, then he might not have an issue when the windy weather goes away.

Well, I could be wrong,, not the first time.    crazy2    I was assuming the Memphis shield to be close to the same width as an OEM.    I've got OEM, so the buffeting I experience is "normal" to me.  The lowers and Bakers helped me though. YMMV of course.

I think the OE is much better than a Memphis Fats (if that's the one he has, Memphis makes a bunch of different shields).  But a Clearview (OE) replacement shield will not mount on the Memphis hardware (I'm pretty sure).  OE or Clearview will still require OE hardware... and the whole setup new is a bit steep.  But it is a much better shield.

The Memphis stinks. I had one on my Standard and didn't like the buffeting one bit. I rode behind an aftermarket shield (don't recall which one...) and couldn't believe the difference it made. Baker airwings seemed to help a tiny bit, but as said, the fork deflectors will probably make the biggest difference.

Memphis Shades on my std and I had the same issue. 55+ and my head was bouncing around a lot.
I made fork lowers from 1/4" acrylic mounted with fabricated aluminum brackets and attached tp the forks with Memphis Shades windshield brackets only because I had some extras. Had a local plastic shop bend them 15 degrees just off center.
Could not believe the difference the lowers made-no more buffetting at all. Could send a pic or two if you want to see them.
As an observation, I put just under 200 mi. on a 2010 BMW 1200GS on Tues. (helping the dealer get "demo miles" on it).
That bike has a small narrow shield with a flre to it on the sides. Was about chin high to me in the full up position. Absolutely no buffetting of any kind even at 90+.
Seems to me there's more to it than size.
By the way, the Hondaline shield is a bit more then an inch wider than a Memphis Shades on each side. The HL goes out to the edge of the front signals, the Shades don't. Plus the HL shield has more curvature starting at the guages and goinhg up.

When I had an OEM shield, I could ride with no helmet face-shield. My buddy Dan
has an OEM and he rides with no face shield and no glasses. It can be pretty calm behind
an OEM windshield...

PS - I still got a bee in my helmet once when I was riding with no face shield... I like eye protection...

I had the OEM windshield on my Valk with fork deflectors and Baker Air Wings.  I changed the OEM windshield to a Clearview with the vent. The Clearview was better because it was thicker ( no flutter) but my sons couldn't stand the buffeting (they said).

What works for some won't work for another. Over the years I found that it's impossible to predict what works for you.
