Well I bought my 2001 Interstate a few years back and have always managed 22-25 MPG on the highway. I had done everything that I have read on the boards to help it out. After extensive synchronizing and adjusting of the pilots with no reward I purchased a new set of carbs from evil bay and then repeated the process hoping... No luck, still Low MPG. Last fall I noticed a little clutch slippage while accelerating hard, so I change the clutch this last winter. Big pay off there MPG is now 32-35 MPG on the highway.

Doop where is my head it is a 2000 I/S !!!! Bought it with synthetic in it. Have used Rotella Synthetic in it since purchase.

Same strange thing here also. I always adv.about 36-38 mpg on my 98 Tourer but the last few tanks it jumped to 41-42 mpg. Have not changed anything on bike.  The only thing I can think of is bike was stored with Sea Foam over winter instead of sta-Bil in gas / carbs. Maybe Sea Foam cleaned out jets.

There's a consensus these engines don't fully break-in until around 20k miles. My mileage improved right around there, but my throttle control did not.

Yeah...oil would be my suspicion too...somebody at some point ran something with friction modifiers in it. These clutches are typically not fragile.

When I brought my 98 Tourer new I got about 30 MPG 96,000 miles later and a number of tune-ups it still gets 30 MPG

I just bought my 99 I/S and have some throttle issues as well. Strange, but the GL1100 never seemed to go this fast all the time! Never feared radar before the Valk, but now...
