Hi. New 99 I/S owner here (17k miles, cobras, green/silver, seems to go way too fast all the time). I've been riding for the last week, and having some trouble starting in the mornings. Just a few degrees above freezing (+2-+6 Celcius). I push the 'Choke' lever down, and sense no difference. Not a lot of resistance, and no change, once started, in how the engine runs. At first I thought maybe the cable wasn't attached to the choke linkage, but now see that it isn't a 'Choke' at all, but a "Start Enricher Circuit". Should I be looking for a cable that goes somewhere, or is this normal? And if I should look, where? The Clymer Guide has nothing on this device. Thanx in advance, Fred.

Very common question here! You have to push it down HARD, you'll actually think you're going to break it off when you first do it right.

To clarify what he said, push till you hit resistance and then push it another 1/2" further down. Till ya hit resistance is just a cable slack taker-up-er.
Now, instead of saying I hit the end, just go do it again and make sure you are doing it all the way.......

like they said and don't touch the throttle, just choke all the way. Gradually take choke off as engine speed increases until it will run without it. Don't leave it on too long.

Fred, my choke lever didn't seem to help with starting either until I opened the housing around the choke lever, lubed the lever/cable with white lithium grease, reassembled, and worked the lever back and forth to increase its travel. Only then did the lever move enough to actuate the cables. My lever moves almost 1/4 of the way around the bar.

You will be amazed at the difference. NO Throttle though....
