That is a misconception. You cannot be stopped due to your race. Thats profiling. And I believe it would fall under 'illegal search and seizure'. You cant be stopped for the hell of it. If you are stopped for breaking the law then they can ask for status verification. But yes it should be for everyone, any border. That law took effect in Arizona Jan 1, 2008.  The Legal Arizona Workers Act (LAWA), prohibits an employer from knowingly or intentionally employing an unauthorized alien and establishes penalties for employers in violation.  The U.S. Citizenship and Immigration Services office administers the Systematic Alien Verification for Entitlements (SAVE) Program.  The SAVE Program, together with the Social Security Administration (SSA), administers E-Verify, which allows employers to electronically confirm the employment eligibility of all newly hired employees.  LAWA requires all Arizona employers to use E-Verify to verify the employment eligibility of new hires.  Proof of verifying the employment authorization of an employee through E-Verify creates a rebuttable presumption that an employer did not intentionally or knowingly employ an unauthorized alien.  Under the law, businesses that knowingly hire illegal immigrants face a business license suspension lasting up to 10 days. Second-time violators have their business licenses permanently revoked.

They do enforce this law.  There's stories in the paper all the time about businesses being raided. There was similar wailing and gnashing of teeth when this law was enacted too, but the net result was many illegals leaving AZ for other states.  AZ has had enough.
