Is it ok to leave the weights on or is it a detriment to the tire and smoothness of the bike?

I would say leave them on..........especially if it seemed balanced before.......that way the beads are doing less work and taking the wheel from good balanced to better balanced

Some tire/wheel combos are hard to balance, even after moving the tire around on the rim. In those cases I agree with Chris, the beads can finish the job. Besides, on a rear wheel with bags you can hardly see the wheel.

With beads in, you don't need the weights.  If you still get vibration, add more beads.  If you get too many beads, they even themselves out, so no worries .
