I'm replacing the stock fuel filter and was wandering if anyone could tell me were the short rubber tube like piece goes. I have the filter, o-ring and this rubber piece that came as a kit. The piece is black about a 1/4 of an inch long and about the size of the metal tube attached to the petcock.

it goes on the brass tube...If memory serves me, theres a notch or line where it fits towards the upper end of the tube (when installed in the screen).  There's a solid section in the middle of the screen where the tubing should align when installed properly.

It is there to stabilize the middle of the filter mesh.

Thanks guys for the help. I decided the only reasonable place for it was the tube to keep the flexible part of the filter from collapsing. Did not see a mark but it may be there. Stopped for the evening. Again thanks.
