Hey Big B , you might wanna check the Texas Code or go see your state inspector where you take your bike and ask .... like Lyn Del said 15" is the max for Texas .... its so funny I see alot of HD riders with handle bars lot higher than yours running around the hill country and they have no problems

Inspection/Rejection Criteria
j. On motorcycles and motor-driven cycles, handlebar grips extend to a height in excess of 15 inches above the saddle level.

The rules to pass inspection say 15" above the seat. The rule for a cop? Well, if he's having a bad day, or wants a reason to pull you over, the handlebars will work well.
The rule I was taught for cops and competition judges -- Don't make them think.

If you have a problem, you can always rotate them down for inspection.
