Not Punisher, but live real close to him and yes he has the Honda line bags with the Champion bags.

By looking at Punishers bike it looks like the rails will fit with a ball hitch on the bike what do ya think?

Robin, Punisher is up to his ass in alligators at work.  He hasn't posted in a while.  Here's a couple of pics of his bike showing how the bags and bag rails mount.

As you can tell you'll have to fab your own mounts.  Hope the pics helped.
