is it okay to put in a new griven flange   gear in diff look okay but flange and rubber dampners showing wear

Yes, If the splines on the differential side are only worn minimally, it should work just fine. It is not the same as gear teeth meshing. The problems arise if there is a larger amount of wear between the two splines as they will really wear down fast when going from power on to power off, which may happen many times a minute.
   I am replacing mine now. I had a bad O-ring which washed out the lube.and lots of wear. I lubed it up but the damage was already done.

Yes, I agree that it is not a good practice to use a new spline in conjunction with a worn spline.

The worn part with the relief that has occurred will put additional point pressure on the new part and effectively wear the new part down very quickly to match with it.
