I got an email from them saying "They have reason to believe your account was accessed by a third party and that they had limited access to sensitive Paypal acct features in case your acct has been accessed by an unauthorized third party....." I went into their site from a new web page to make sure it wasn't a scam.....I think the crux of the thing is that they already have my correct info on my acct stuff, but since I haven't used their service since early in 2009, they'd like to charge me a $1.95 to "verify" that my CC is still valid and that the chg would be posted back to my acct. once they verified it is actually my card......uhhhhh, I rarely use Paypal......the last time I used it was to pay Big Mike for something.....I think I'll just wait until I have to use it before giving them the satisfaction......

Sounds like a scam to me.
As you are already aware, never use the link provided in the email to access your account...you can be pretty sure that it goes to a page which looks similar to the actual website...where they will collect your userid/password information.
I would have done the same as you.....I would have simply deleted the email and nothing else.

They didn't provide a link in the email.....and I went into paypal from another source....looks legit from their official site, but I'm still not paying $1.95 .....they had the last 2 digits of my cc and checking acct right.....
they provided a case id # in the email......haven't tried looking it up yet......and I always look to see if the "https" and the locked icon is on at the bottom of the browser....

I changed my password from the official site......and got an email confirmation back from them....I think they just want to chg a "non use" fee......

The way I use paypal is designed to keep scams from happening to me. I open a separate account at my bank. - I only tie that account to Paypal - or any other pay as you go site. I get a debit card for the account. I use it as the "charge card" to tie to the account. I only transfer money into the account when I plan on spending it. So if I purchase a used doohickey off of ebay for $50 I transfer $50 into my "paypal" bank account. I leave $5 in the account at all times to keep it open so the worst that can happen to me is I lose $5

Forward that email to spoof@paypal.com to see if it is real or a phony.  this is PayPal's fraud site

I got the same email today. No phony links like other phishing email I have gotten in the past.
I went to their web site via my bookmark and my account has been restricted pending my confirmation of critical info.
I too reset my password and got a reset password notification form them via email.
I figure restricted status is fine with me, I do not use it very often and I will leave it restricted until I need it. Maybe that will prevent any improper charges from popping up with it restricted.

It's a scam. Ebay, banks, PayPal, etc., if they're corresponding with you they will address you by name: Dear Alfred E. Nueman, etc. If it doesn't, forward to their fraud site.
Most won't do business like that anyway, they will contact you by mail if not pressing, or call if it's fraud related and needs immediate action.

stand by for the second shoe to drop...........when I still had a PayPal account they took a buck-sumpthin out to "see if my card was valid" and then took $400 out on a western union transfer. I called the credit card co. had the charges stopped, cancelled the card and never coresponded to PayPal again. Im done with PayPal and EBay for good!
The Card Co told me this was very common for EBay and PayPal to try to steal from people like what you are saying!!!!!! Be careful out there

I had some goofy message from pay pal. After that incident I don't have any pay pal account. If I try to buy something on ebay and they won't tke check or money order or credit card, well, I don't don't deal with that seller. fast black

A scam for sure. Never respond to any paypal info/questions you get via email. To find out if it's real-go to the paypal site , login to your account and you'll be sure. Have never had a problem/issue with them in over 5 years. Am not crazy about the fees but it makes selling/buying on the net very easy. You will not change the way they do business-either do it the way they say and understand their procedures or don't use paypal.

I have had about a thousand Paypal transactions over the last six years, no problems. I have had at least a dozen scam emails similar to what has been described. Their spoof department is pretty quick to respond. Whatever flaws their system has it still works fairly well. I also have set up a dedicated bank account for Paypal and transfer money into it as needed (wife needed!).

i have one of those purchase and fill cards hooked to my account, no bank account at all. most i can loose it whats on the card. never more than $10-15 over what im purchasing.
