Turns out that hole I put the bolt & JBWeld on were SUPPOSED to be there. I checked another reservoir cover and yep there is a vent hole there. So I drilled a new vent hole next to the nice one that I closed

Seems that the radiator cap on that reservoir cover was not sealing so the pressure never built enough and the fan wouldnt go on, which led to the overheating.
I did learn that pulling a certain plug will leave the fan on all the time which is a great emergency measure
My client the auto mechanic has the car working fine now new cap, checked the sensors etc all is good
temp is below the 1//2 mark all the time
you live and learn ............
