When I go to start my 99 valk, the starter motor will turn the engine over, and the engine will start, however, I get a major fuel leak which has occurred at different locations.  The last two times that I tried to start the valk, the leak occurred at the mid point of the right side exhaust pipe - i.e. immediately below the passenger footrest.

The valk was running fine until this week.  The only two things that have occurred since my last successful run is that 1) I changed the oil and filter and 2) I was sitting on the bike, thought I had the kickstand down but did not, the bike leaned over substantially, but was held up by the footrest and the rear luggage bag.  I righted the bike and put it back on the kickstand.

My assumption is the second item caused something to come undone with regard to fuel delivery, but the leak is showing upon the right side of the bike and the bike leaned over to the left with the kickstand issue.  The fuel flow is significant - I did have the choke all the way engaged if that could make any kind of difference.

Any thoughts are greatly appreciated.

 sounds like you have a bad petcock and a stuck float..if it is not taken care of imediatly..you will suffer hydrolock which will cost you big time for repairs.

I concur on that diagnosis. The petcock can be rebuilt with a "cover set" from HDL )buy a new screen as well) of replace the petcock with a Pingle. Don't attempt to start the bike with the spark plugs in place until the petcock issue is fixed.
You will definitely suffer a hydrolock if you continue to use the bike with a faulty petcock.
Do a search on hydrolock, it will get your attention.

The carbs drain hose is in that area. Coming from that?

A float could be stuck, tap each carb fuel bowl lightly, see if it will free the float.
When a float sticks the gas usually goes into a cylinder or out the carb overflow hoses, just in front of the petcock.
