I take it you didn't really read the "Fact Sheet" tab on this web page??  If you had, you would have learned that this is a program that was actually created under... wait for it..... REAGAN!!!!  Yeah...it was all Obama's idea.

There were NO cell phones during Reagan's administration. The original plan was that those that needed one, would have a home phone. And you had to demonstrate a need for one....for example disabled, bedridden or homebound, etc.
If it has morphed to include cell phones as well, then this is a recent decision. But, it definitely is another governmental scheme to take a little more money from those that pay bills in order to level the playing field for those that don't pay bills.

Gary - Don't confuse the liberal freeloaders with the facts.  Cell phones did not exist during Reagan's administration.  The first 'Satlellite Phones" hit the market in 1989. They are definitely NOT what ol' Ronnie had in mind...  Isn't it GREAT to live in a prosperous country where everything is FREE for all the crybabies and, amazingly, no one ever will have to work to pay the bills!

It's bewildering to see a subject that has been beaten up here before, keep popping up like it was a new development.
The original mobile phones date back to the 1960's as high power car phones. When cell technology (Zero G and 1G) was developed in the early 1980's, handheld phones (the Brick!) came out. One of the first test markets for this was right here in St. Louis, called MTS (Mobile Telephone Service)
The "recent decision" to include cell phones in this decades old program was made by President Bush in late 2008.
Simply doing a quick search for Safelink or reading their web page will provide enough information to prevent the embarrassment of reposting chain emails.

Here's a tidbit I found with a quick Google search for "Safelink funding" The Federal Communications Commission (FCC) created the Lifeline program in 1984 and worked to update the service after the crises of Hurricanes Katrina and Ike, as well as the tragedy of September 11th. At the dawn of the 21st century, modern universal telephone service is necessary not only to ensure that the U.S. maintains a rapid, efficient, nationwide communications network, it is important for the purpose of national defense and to promote safety of life and property. By approving the SafeLink Wireless program, the FCC took action to enhance its Lifeline program and keep the right to communicate in pace with technology. The Funding of Lifeline Lifeline is part of the Low Income Program of the Universal Service Fund (USF), which is administered by the Universal Service Administrative Company (USAC) and is designed to ensure that quality telecommunications services are available to low-income customers at just, reasonable, and affordable rates. 1700 carriers are eligible to provide the program but TracFone is the first pre-paid company to have elevated the program to modern day communications. The Lifeline program is not funded from federal taxpayer dollars, but rather from contributions to the USF by telecommunications carriers collected in part from the Universal Service Charge billed to cell phone users. Instead of a discount on the user's monthly bill, SafeLink applies the USF subsidy to free wireless minutes. Although a common misconception, TracFone provides the free wireless cell phone to the SafeLink program at the company`s expense, in order to make the program viable and attractive.

It is true, but... How is a mandatory fee mandated by the government added to the bills for those of us that pay our bills in order to pay the bills of those who refuse to pay their bills NOT a tax? Just because the collection of the fee has been passed from the government to the telecom companies, it's still a tax, IMHO...

I dislike taxes as much as, if not more than, the next guy. However, you know the old saying...."The only sure things in life are death and taxes."  No argument from me that it's far too easy for people to get a free pass these days.
