2000 I/S overhauled forks, added fluid as described in Tech. manual, Buttt left fork ends up with about 22.5 oz. and the right one ends up being about 20 oz. Does this seem ok ? I put my hand over the extended tube & pushed down to purge out the air the book dont say to take the hand back off to extend the tube but that is what I done and then the hand over the tube & plunge more times. All air seems to be gone. Sucked out excessive fluid & I get 20 oz.

The volume figure tells you how much to buy.  The dimension from the top tells you how much to put in.  The book can't tell you exactly how much to put in to achieve the dimension from the top - too many variables.
