The guy never saw it coming.

Notice the suspect behind the car, apparently firing a gun - you see the smoke from the muzzle, and a split second later - the Shepherd Police Dog leaps across the roof of the auto, clamps onto the suspect, and brings him down so quickly - you'll watch it several times to really appreciate the valor of this dog.

This is the video

Shepherd Take Downpowered by Aeva

I beleive it's a training exercise. Note the gunman has a "fat" padded left arm. That is the arm the dog bites.

When I was 16 my father arranged for me to dress in a full padded training suit with protective helmet and then had a Shepherd / Alsatian realeased. This was not a bite the arm dog this was a full blown killer dog. He wanted to tear me apart. One of the scariest things I've ever endured in my life. I had brises on my arms and legs for a week.  One of the perks of having a father in #2 War Dog Training Unit. Here are some photos when he was seconded to Fort Gordon, GA

Definitely a training video.  I went to K9 school @ Lackland AFB in 1976.  One of the best times I had while in the Army.  Playing decoy while training the dogs was fun, laying in the grass waiting for them to find you, you became chigger food.

There's video from other angles and it appears to be from a training clip of the French police or the CRS(French paramilitary police, ubber SWATS))

That's not a shepherd, it's a Belgian Malimois.
