I have the Honda fork wings but what is not shown in the picture are the leather fork covers I have.  Are there any wings that I can buy that match the National Cycle shield that I have?  Can I make my own to fit the bracket?

Yes you can make your own!
I made a set from acrylic I got at Home Depot. I also made hand "windshields" that mount where the mirrors attach (use these in our frigid Fla winters). The fork deflectors are 3/16 or 1/4, don't remember and the grip ones are thinner.
I bent the grip ones myself with a heat gun from Harbor frieght ($7.99 on sale). There are those who would have you believe they can be bent with a blow dryer-nope-even two at the same time wouldn't get it done. You can also bend the plastic in a 350 degree oven if you have something to put it on that will give you the radius you need. You cannot do this in a toaster oven-what a freaking mess!
Could not bend (tried but not so good) the fork deflectors. Took them to a plastic sign fabricator and said 15 degree bend please. They came out just right. Traded him some old harley stuff so it didn't cost me a dime.
You can cut the stuff on any wood bandsaw (many teeth per inch)-just don't hurry.
When you are done you get to show them off and say "I made these myself!"

If I remember (50/50 chance!) I used the acrylic stuff they sell in various sizes. A 2X2 sheet will give you what you need to practice and get a finished product. It comes with a protective coating on both sides that needs to be peeled off before the heat is applied.
Cut to shape, file/sand edges, and drill mounting holes with the film in place and before you do any bending.
The thin 1/8 or 3/16 can be bent easily with your heat gun. Easily not quickly. Clamp the plastic to your work table where you can get to the area where you'll bend it with the heat gun. I put a scap piece of alum. along the line of the point where I wanted the bend to get me the radius I needed. Heat the plastic uniformly going back and forth along the bend line. As it warms you'll be able to bend it down (gloves suggested) by hand. Over bend just a wee bit (1/4") because when the heat is removed it will come back up.
The thicker plastic was hard to do with a heat gun because I couldn't keep the entire length of the bend hot enough. I was bending about 9" in length (fork shields) and decided to get some pro help on that. Try it, maybe you have more patience than I.
I did this in my shop with air temp about 70 degrees. If you work colder it may take less overbending because it will cool more quickly.

made brackets out of some sheet aluminum I had. Polished them and got allen head stainless bolts at the hardware store, put a rubber washer next to the plastic. Bent the aluminum in a vice (polished again) and drilled a hole for the mirror stem to fit through. Then just mounted them where the mirrors go. The bend in the shields is about even with the brake and clutch levers so the shield extends up and below where your hands fit on the grips.
I'll take some pics tomorrow so if you want to see what they look like I can email them to you. Don't think I have the geek skills to put pics in a post!
