Well upon investigating further I had a caliper that had leaked. I had not ridden for nearly a year and during that time the right front brake leaked from some reason. The fluid leaked from the top side (near the cable) of the caliper somewhere and I believe that the pad is now contaminated with brake fluid. The cables are after market.
As soon as I get the bolts out I am going to replace the pads and fluid to see if I can get them going.
Is there anything I should look for from a leak like this?

crush washer if the cable to caliper connection is leaking.

Insure that what you are looking at:
Is indeed brake fluid and not shock fluid running down and collecting on the caliper!
