Ultimately and ironically - the exact same people that are inconvenienced by it.

I'm just glad nobody got hurt.  That coulda been a lot worse.

A branch of the Fla. DOT used to work out of an office in the same building as my office. We used to bug them a little with things such as: "What's big, yellow, and sleeps six? A DOT truck!!"

Could probably use that in just about any state in the U.S.

My job is to work with DOT people.  I work with 35 different states (and some locals and one Canadian providence).
