PA's way is eaiser.

The Dems start with 200-5000 pre-voted votes over and above the number of registered voters in the inner city districts on the left and right of the state and once in a while the whole lotta in between comes up with enough that they cant over count themselves into power.

Making it one man one vote would just corrupt the system.
