Went for a ride and notice it not shifting very smooth.  When going into the next gear it sometimes felt like more of an effort to grab the next gear.  I figured it was time for a fluid change so when taking off the cover I noticed the resevoir was down about a 1/3.

I have not had a chance to ride it since the change.

Here are my questions.

If it is low on fluid how does a valk act?

Just like any clutch that is not disengaging..it will drag and shift hard..

I've seen posts here before that to make it easier on your brain change all brake and clutch fluids at the same time, it worked well for me.

The box on the handlebar is a reservoir, extra fluid, a safety measure. It's the fluid in the piston and line that makes the clutch work. It's being down that far may point to a problem in the system, but shouldn't make it hard to clutch. Probably air or moisture in the fluid. A change sould take care of your problems.
Change brake and clutch fluid every year or two.

Fred, the piston to push the fluid to release the clutch is in the reservoir,,,being low on fluid, he may be trying to squeeze air (which will compress) instead of fluid (which doesn't) therefore,,,dragging clutch.

There will be no change to the clutch operation just because the fluid level is low UNLESS...it gets low enough to let air in the line. Now you will have problems, SO just adding fluid (if air got in the line) will not fix it, you must bleed that line to get the air out.
