My big ole fat hands do not fit between the fender and the tire. But mamas do. That rubber liner on the inside of the fender had come loose on the front leading edge. Honda calls it a protecter. From the factory it's installed with a thick double sided tape. Didn't want to pull the front wheel. Took out the 4 bolts holding the fender on-carefully raised fender-put a board between top of tire and bottom edges of fender. Gave me enough room to pull and cut out double sided tape that was only holding dirt and stuff. Took some sand paper and scuffed up the rubber and the inside of the fender. Have some good contact cement-applied to both surfaces-let it get tacky and put it together. Reinstall fender. Iffin you can't figure out where the tire is getting burnished from-look at that rubber protecter on the verticals on inside of fender. RIDE SAFE
