In some of those 3rd world countries, people can get away with a lot of dangerous things.

During IZXI, we saw many "tourists" riding scooters (not mopeds) like total idiots in quite a few small towns and even TC without helmets. Don't believe most had very high IQs, or maybe they were just high.
