I went to order some parts and the counterman asked me if my 03 standard was a C or CD model.
I said there was only one model in 2003, and that was the standard. He said you're mistaken, there are these 2 models. As it turned out the part (starter switch) was the same.
Anybody know what the difference (if any) is of these two models.?

He was asking C or CT. The CT is the Tourer.

The "D" is added by Honda to a model to designate "Deluxe". It normally only means color rather than plain black, although it's possible for it to include a few other appearance differences.

When I bought my 03 brand new, I was told I could have any color I liked, to quote Henry Ford "As long as it's black!"
Was there a color choice available other than black?

In 1999, the Interstate model was added to the lineup, which included a fork-mounted fairing along with a trunk at the rear of the motorcycle. As sales eventually dwindled, the Interstate and Tourer models were dropped after 2001, leaving only the Standard model remaining. 2003 saw the Standard offered only in black and was the last year of the original Valkyrie.

This is really interesting, cd and ct model 2003 bikes belonging to members here, with the factory stating that allegedly that's not supposed to be? Reminds me of the muscle car era when some people were able to order hi performance stuff that supposedly wasn't available. Especially true for Chevy. L-88's, Lt 1's etc. Hopefully somebody knows why these different nomenclatures are showing?  Oh well, at least we got our Fat Ladies in our garages!

I don't remember for sure, but when I bought my second Valk 4 years ago, a black 03 I remember the designation was different CD I think. Not sure where I found it but it seems like it was a California model I know it does have a charcoal cannister.

Mine is a 2000 standard and designated as a GL1500C... Not a great pic... but you get the point.

My limited observations:
My 2001 Standard (the beautiful Blue and White) is designated a GL1500CD.
My wife's 1998 Standard (Blue and Cream) is designated a GL1500C.
I don't have a lot of others to observe near me right now. If you wish to check yours, it's on the plate in small letters (and numerals) on the left side of the frame neck cover.
The only noticeable difference in the descriptions of the two models is the mention of polished aluminum wheels.
There were no Deluxe models of the Tourer or Interstate.
Dag's site is full of good information, but it's collected by observations. It's not from Honda's own.
Yes, in 2003 the only color offered was black.

As a matter of fact, 2000 is the latest year I can find a GL1500CT.

I have a 2001 Standard CD . I worked in an automobile assembly factory for 30 years and know that anything is possible depending on parts availibility etc.
