Inside the front fender there is a 'rubber' protector. One has come partly loose and is flapping inside the well.  What is the purpose of this part? and how is it attached?  should I try to secure it (glue??) or buy a new one??

The rubber is a noise reducer, yes--- use rubber cement and re-attach.

When mine started coming loose I removed it. Has been several years and 50,000 miles since then. I can't tell any difference with it or without it.

It is good to know where that "playing card clothes-pin'd in the spokes" sound was coming from..  Imagine this beast with the feint sound of my 60s model Schwin . .  coolsmiley

Did the "playing card clothes-pin'd in the spokes" in the 50's loved the roar Smiley

Loved that sound too. Sometimes I even used two of them. Just wish Mark T had made special playing cards for out bicycles back then.  Grin

also used balloons in the spokes for that deeper, richer sound.
