From my side of the picture, it looks like a butt probe with a few leathers shoe laces attached for ease of pulling it out.
That is rare, so preserve it.

Since most horse riders don't wear spurs anymore.
When I was riding horses on a regular basis. All you had to do was squeeze the horse with you knees and it would increase the pace.

My only other guess is a long handlebar grip with tassel.
What ever it is, don't leave it in your car; trying to explain it to the cops would be .... amusing.
