Just a quick question, to remove the saddlebag mount and saddlebag rail mount where they are attached at the shock mount bolt, do I have to jack the bike up some to relieve pressure on the shock bolt?

I'm assuming you have a Tourer.
The bag mounts do not mount to the shock bolts at all. Best way {without a bag drop kit} is to take off the 4 clamp bolts that hold the U-shaped side to side connector bar just behind the rear tire & remove the bar. Now you basically have 2 seperate bags. There is 1 bolt on the rear peg/muffler mount plate & the 2 bolts on the rear frame rail per side that hold the 3 point mount of Tourer bags to the bike. When you take out the rear frame rail bolts the 2 halves of the rear fender will be loose & flop around so you may want to remove them 1 side at a time & reinstall the bolts right away. The rear bolt is attached with a loose square nut held to the rear section of the fender by the infamous "nutcage". The front one threads into the fender. All of them must be removed to take the bag mounts off. You can do this with the bags still attached to the mounts if you want.
You can remove the bags without removing the mounts if you want. They mount to the framework at 4 points, 2 at the bottom of the bag & 2 on the inside. 8mm heads on those 4 bolts.

The shock-eye is fixed on a studly post that is part of your frame,
the post is drilled and tapped, and the bolt is just there so that its
head and washer can keep the shock-eye from slipping off the post...
