It was a comment taken out of context. Could mean any number of things. He could also have been placating the person he was talking to. Nothing about what Obama HAS ACTUALLY DONE up until this point has made the US weaker. He's handled business (ordering the killing of Osama and the Somali pirates) like a stone-cold gangster. Of all of the criticisms you can level at him many are valid. That one is not. But certain individuals with an ax to grind will jump on anything they can.

his version of START made us stronger?

Actually whether the question should have been asked and it's relevance means EVERYTHING according to what defines perjury. Look it up if you don't believe me.

 I did look it up. Found several sites stating the meaning of Purgery. NONE stated anything about the type of questions asked. ALL said that purgery is lying under oath in a court of law.

Look harder. If all you look at are basic dictionary definitions then yeah, that's all you'll get. For instance;

But the Federal government (as well as most states, but that's not important here) the false statement must be material to the proceedings. For instance, if you said the sky was red on that day and it was in fact blue, then that's not perjury because it's not material or pertinent to the proceedings. Because I'm the expert on everything...
