Why does my buddies 99 tourer say "Made in USA" on the block... and my 99 IS does not?
It vexes me.

it changed mid year in 99?
I knew the law changed and the early ones did and the later ones did not. I have a 2002 as well. But I didn't know that within 99's there were both.

This... From my understanding from back in the day, there was a change in the percentage of a vehicle that had to be sourced from US made parts that went into effect during the 1999 production year, so some have the Made in USA (On the engine block, and on the back of the passenger seat, I'm sure elsewhere as well) and some do not, after the law went into effect. Or, if it didn't go into effect mid year, it could have just been when Honda ran out of stock of the stamped ones and switched to the non-stamped parts...

Sorry Motor City, that's not it. Standards and Tourers didn't have it either starting in '99. After the 97s came out, Harley whined and cried to Congress that Valks had Made in USA on them and Harleys couldn't because Valks had more than the minimum percentage of USA made parts. Harleys had less than the required number of US made parts. Congress raised the percentage of parts needed.

Here is my 99 Green and tan/beige/silver/champaigne IS.  Here is the production date: 3/99.  Squealy's 99 Tourer was built 9/98. Maybe it changed in the Calendar year 1999, rather than production year 1999. HRM. Jabba

Maybe it changed in the Calendar year 1999, rather than production year 1999. HRM. That's likely, John. The majority of the ones I've looked at were built in the year prior to the model year.
I would think the presence or absence of the "Made in USA" stamp would be tied to the manufacture date.

All mine have "Made in USA" stamped on the block. Both 99's were built in 98 and the 98 was built in 97.
I always thought all valks had the stamp.

1997 Tourer made 10/96. 1998 Tourer made 10/97. 1999 Standard made 11/98. All have the block stamp & Kim's 1998 has the rear seat lettering which is now on the 1999. I surmise the labeling law went into effect 1/1/1999.

The story I've heard is that the Feds passed a law which said a percentage of all components had to be made in America to have "Made in USA" on the product. All new products (vehicles) introduced after Jan 1 1999 had to qualify. This meant the 2000 models didn't qualify. So up to '99 has the label cast into the block. If some of the '99s don't have it, it's because the casting was changed mid year in order to meet the new regs. BTW: 2000 and newer Harleys don't qualify and no longer say "Made in USA" either. You'll see Millwaukee and American Legend, but no "Made in USA" label.

My 99 black and silver has Made in USA on the engine casting.... so does my 98.... the stock seats are LONG gone... but my 97 had made in USA on the back of the passenger seat...

We have 2 bikes made in feb of 1999 that have the stamp, and mine made in march of 1999 that does NOT.
Sounds like we figured out when the change actually happened.

I have a few techs where I work that ride Harleys. One of them mentioned the "jap bike" thing to me one day while we were standing next to the bikes... I brought him over to his bike and showed him the very small stamp on the back of his mirror that said "Japan". He was shocked, laughed, and never said another word about it again much to his chagrin.  A number of the components on the Harleys are made in Japan. You won't find too many Harley riders mentioning it... even if they know.
