It's not quite the same thing but another story that came out of 9-11 was the superhuman effort that ATC, flight crews and ground crews put on to get all of the air traffic on the ground safely. After 9-11 the DOT reviewed ATC's actions during the crisis and returned the report. There was a section for recommended changes to procedure in the event of another attack of that nature. There were none.
Boat people are also a different breed. There's an old sailor's code that says you MUST offer aid to a vessel in distress and it's taken very seriously, even by a lot of regular Joes out in their Boston Whalers looking for bluefish. You're out there sometimes on your own and there but for the grace of god... you don't wanna be the guy watching a seaworthy boat pass your sinking wreck.
