I have the feeling the CO of the active duty gentleman seen in the second photo would REAM him for such an unsafe act.

there are alot of safety rules one has to abide by to ride as an member of the military.

I have no doubt that he suffered some kind of repercussions.  I received his pic in an email from the motorcycle safety point of contact on the base where I work.  

Not only is he texting (or whatever he's doing with his phone), but he's violating several other riding regulations for riding on a military installation also.
