I just replaced my front brake rotors, been on the bike 11 years and 165K miles. I used a 5-6 inch long allen wrench, felt like the bolts came loose at about 12-14  lbs and all had red locktite on the threads.  The rotors were worn to 3.65mm (4 is the recommended minimum). The new rotors measured 4.85 mm and were bought from HDL on one of t heir 10% off sales for 108.00 each.  Reused the existing allen bolts with new red locktite and retightened to about 12-14 lbs with my five finger torque wrench, definitely not torque to length stretch bolts (or what ever you call them)

The OEM manual says 14 ft/lbs. (If you were asking for verification)
