A buddy of mine broke his key off in the gas cap lock.  I've heard tweezers, dental picks, epoxy a tooth pick and pull it out?? and take hinge loose and take cap to a lock smith or some such.  Has anyone solved this problem before?  He's not quit sure what to do and wants to fix it on the cheap. Help

OK? Is it you or your buddy? Don't matter. Grin  I or my buddy would take it to a locksmith. If I or my buddy could not fix it. Your secret is safe with us. Kiss

A lot depends upon how much of the remaining part inside the tumbler is revealed allowing it to be grabbed.

You must remember that the remaining part will not be allowed to be pulled out with the lock in "open" position.

Push the spring loaded ring inside the cap to allow the lock to turn back to the "locked" position.

Sometimes you can take a fine tooth jigsaw blade and sort of "grab" the broken key with the last tooth on the blade and then pull it out.  I have had to grind the jigsaw blade down so that (front to back/cutting edge to spine) is narrower in order to get the tip deep enough to grab the broken key.
