I got a good deal ( in my mind $550 was good) on some IS bags to put on my Standard. I am already riding with an IS seat. There was no hardware for the bags, do I have to have rails and pans to put these on or will the proper length fender bolts hold them without complications.

If you've got the OEM mounting rails/guards/heat shield/pans, then you should be able to just get some of the right size bolts at the hardware store. If I remember the front one is 10mm x 1.5 thread and the rear is 8mm x 1.25 thread, but someone will correct me if I'm wrong. Hopefully they'll also know the length, because I don't.

That is the problem, no pans, rails anything. So the plastic will not hold the weight of the bags?

Absolutley not!
Bags with mounting rails come up on evilbay quite often. You may have to buy a complete set, but then you could sell whichever bags you don't need.
