It is illegal as hell, and the FCC will shut him down and take his equipment, and fine him. We had a CB business here that did the same thing, but they came thru the churchs pa system and the organ speakers. Needless to say they are gone now. There is no filter or anything you can do to stop it, the wires in your house act like an antenna .
